"We hold that the Board's approval of the preliminary plat was unlawful for the failure to comply with the requirements of the statutes discussed herein. These statutory violations require reversal of the Board's decision to approve the preliminary plat. Any future consideration of the subdivision application must, of course, be undertaken in accordance with state statute and local regulations."
